Randell Iwasaki

Executive Director of the Contra Costa Transportation Authority (CCTA).

Randell “Randy” Iwasaki is the Executive Director of the Contra Costa
Transportation Authority (CCTA).
Randy was appointed by the CCTA Board on April 16, 2010. In his
role as Executive Director, he administers the one-half percent
sales tax program. He created GoMentum Station the largest
secure autonomous/connected vehicle proving grounds in the
US. He continues to work with Silicon Valley companies to provide
innovative solutions to congestion relief.
Prior to his appointment as Executive Director, Randy was appointed
by Governor Schwarzenegger in August 2009 as Director of the
California Department of Transportation. He was in charge of the
operation of the California state transportation system, including
more than 50,000 lane miles of state highway, intercity passenger
rail, and more than 250 general aviation airports.
Randy earned his Bachelor of Science Degree in Civil Engineering
from California Polytechnic State University San Luis Obispo, where
he currently serves on the School of Engineering’s Dean’s Advisory
Council. He also earned a Master of Science Degree in Engineering
from California State University, Fresno.

Tom Alkim

Policy Officer Connected & Automated driving European Commission

Tom Alkim is Policy Officer Connected & Automated driving at the European Commission, Directorate General Research & Innovation. He has over 20 years of experience in the field of ITS, C-ITS and automated driving and was a constant factor for the Dutch Ministry of Infrastructure and Water Management at Rijkswaterstaat. He was part of the core team that was responsible for the Declaration of Amsterdam and the European Truck Platooning Challenge during the Dutch EU presidency in 2016. Now he’s working with the European Commission on advancing Connected & Automated Driving in a responsible manner to deliver societal benefits. In this capacity he was also co-organiser of the 2nd Second European Conference on Connected & Automated Driving which took place in April 2019 (connectedautomateddriving.eu/eucad2019).

Niels De Boer

Program Director for CETRAN

Niels de Boer is the program director for CETRAN, which is tasked by the Singapore Land Transport Authority to develop technical standards and regulations to enable trial testing and deployment of Autonomous Vehicles on public roads. CETRAN is also supporting the development of the TR68 Singapore Technical Reference for Autonomous Vehicles and potential revisions to this Technical Reference. Niels is also program director for Future Mobility in the Energy Research Institute within Nanyang Technological University.

Sam Taylor

State Technical Leader for Vic/Tas and the National Leader for Sustainability and Resilience at ARRB

Samantha is the State Technical Leader for Vic/Tas and the National Leader for Sustainability and Resilience at ARRB. She has a degree in Civil Engineering, a Research Master’s in Engineering Science (Transport and Traffic) and a Grad Dip in Leadership and Management. Her 25 years of experience cuts across transport in both public and private sectors, government, academia and consulting, with a demonstrable history of delivering practical outcomes and useful insights. Samantha specialises in collaboration across disciplines, across teams and across stakeholder groups. She has a long history in transport research, policy and planning with recent experience in CAVs, urban freight and logistics, sustainability, movement and place, and EVs. Samantha is passionate about shaping our transport future and delivering results for sustainable living.

Habib Shamskhou

GoMentum Station, Co-Founder Advanced Mobility Group, President

Habib is co-founder of the GoMentum Station Program in Northern California. GoMentum Station is an Autonomous Vehicle Proving Grounds, with an international precense as the largest secure Connected Autonomous Vehicle testbed in the world. He is President of Advanced Mobility Group based in the San Francisco Bay Area.

Habib is a recognized authority on emerging advanced transportation technologies with expertise in technology facilitation, congestion management, safety, advanced mobility solutions, smart cities, mobility-as-a service and program management. He has pioneered several innovative transportation projects over the past 25 years throughout the United States. Early in his career, he conducted the first precursor system analysis for the automated highways and he was a Program Manager for the Automated Highway System (AHS) Program, from 1992-1998.

Anne Still

General Manager, Public Policy Advocacy and Members Royal Automobile Club of WA (RAC WA)

Anne is a transport professional with both public sector and private sector consulting experience having delivered transport projects in the UK, the UAE, New Zealand and Australia. She has a Bachelor of Science and a Bachelor of Arts Honours and has previously worked for the London Borough of Barnett, Transport for London, Land Transport New Zealand and the Australian Road Research Board. She is currently General Manager, Public Policy within RAC’s Advocacy and Members team. Anne is a member and a past President of the Australian Institute of Traffic Planning and Management; and participates in a number of public policy forums and committees. She is also a member of RAC’s Innovation Board and is the Project Leader for RAC’s Automated Vehicle Program.

Doug Spencer-Roy

Corporate Affairs & Marketing Manager, EastLink

Doug Spencer-Roy has been responsible for marketing at EastLink since 2006, adding the corporate affairs portfolio from 2015. Prior to that, Doug held various marketing roles at Transurban and Telstra. He was a technology consultant for Logica in the UK, USA and Australia, in the defence, airline and telecoms segments. Doug serves on the Frankston Arts Board, which is an advisory board to Frankston City Council, providing advice on Frankston Arts Centre and Libraries, public artworks and community events.

Stuart Partridge

National Asset Manager – Asphalt

Stuart Partridge has worked in the road construction industry for nine years and has spent the last four years with Boral Australia. His role focuses on the life cycle management of circa 700 mobile and fixed asphalt assets across Australia.
He is heavily involved in specification development and procurement activities as well as strategic projects and innovation. He is passionate about safety and asking ‘is there a safer way to do this’, or is ‘there a better way to do this’?
He is the inventor (US Patent Pending) of Australia's first Forward Moving Aggregate Spreader (FMAS). Stuart sits on the Leadership team of Boral’s Engineering Network as the Asphalt Subject Matter Expert (SME).
He holds a Bachelor of Business in Management from Victoria University and is a trained ICAM incident investigator. He also holds a commercial pilots licence with a passion for flying light aircraft and helicopters.
